🔷 About Karachi Water & Sewerage Corporation
Karachi Water & Sewerage Corporation (KW&SC) provides essential WASH services to nearly 17 million residents, covering 84% of Karachi’s population. The organization faces challenges such as:

Aging infrastructure

High non-revenue water

Limited technological integration

Reduced service quality

Declining customer satisfaction
To address these issues, the Government of Sindh, with support from the World Bank and Asian Infrastructure Investment Bank, launched the Second Karachi Water & Sewerage Services Improvement Project (KWSSIP-2). The Chief Transformation Officer (CTO) will play a critical role in leading the organizational transformation under this initiative.
🔷 Job Position: Chief Transformation Officer (CTO)
The CTO will guide KW&SC through organizational, operational, technological, and cultural transformation. This leadership role focuses on implementing structured change management strategies, improving processes, and ensuring reforms are adopted sustainably.
🔷 Scope & Objectives
The Chief Transformation Officer will:

Lead the organizational transformation under KWSSIP.

Develop and implement structured change management strategies.
-
Ensure new systems, processes, and work methods are adopted across departments.
-
Support leadership and employees in embracing organizational reforms.
-
Improve consumer satisfaction, service quality, and financial sustainability.
-
Strengthen stakeholder alignment and support tech-driven transformation.

🔷 Position Requirements
Qualifications
-
Master’s degree in Business Administration, Organizational Development, Human Resources, or related field (18 years of education).
-
Certification in Change Management (e.g., PROSCI, ACMP) is an advantage.
Experience / Core Competencies
-
15–20 years of relevant experience in organizational change, digital transformation, or utility reform projects.
-
Proven ability to design & execute change management frameworks.
-
Experience in organizational turnaround.
-
Strong understanding of project management methodologies (PMI/PRINCE2).
-
Expertise in stakeholder engagement, communication strategies, and cultural transformation.
-
Knowledge of Pakistan’s public-sector institutional environment preferred.
-
Excellent analytical, negotiation, and communication skills.
-
Ability to propose tailored organizational solutions.
-
Strong digital communication & presentation skills.
🔷 Reporting Line
-
Reports to MD/CEO of KW&SC.
-
Works with CITO, HR, Operations, and Steering Committees.

Provides oversight for transformation activities across departments.
🔷 Age & Contract Details

Age Limit: 45–62 years

Tenure: 3-year contract (extendable)
